The Tenant’s Record published as record nineteen.
A working paper on tenancy and ownership: who the system serves when the system is not yours. Published open access, with a new Sovereignty page on the estate to carry the doctrine.
The Tenant’s Record joins the estate as its nineteenth Zenodo record. It opens on an anonymised conversation with the decision-maker of a care provider and works outward from it: what it means to rent intelligence rather than own it, who the model ultimately serves, the gap between what the law requires and what the architecture allows, and five questions any board can put to its supplier tonight.
You cannot discharge clinical safety duties over a system you cannot inspect, cannot version-pin, and cannot switch off.
Alongside the paper, the estate gains a Sovereignty page. It is doctrinal rather than commercial: own, don’t rent; the data stays purely yours; independence is a safety property. Interest is routed through the contact page, and no supplier is named anywhere on the estate.
